Concord Coalition presents a discussion of the Budget

E Steuerle, Senior Fellow at the Urban Institute, had a funny joke and a good point.
In the joke, a scientist runs into a Congressional Budget hearing and declares he's got a cure for cancer.  Everyone in the audience looks around happily.  Some breathe a sigh of relief for themselves, friends or loved ones.  But the members of Congress are miserable.  They've just been handed a huge new Social Security budgeting "nightmare."
He was making a point that "budget problems" are generally the result of successes.

D Walker, Comptroller General (Head) of the GAO, spoke.  He was very good.
